The Dutch Mobile Market has three main Mobile Networks (MNO)s and has a total of 82 Mobile Virtual Network Operators (MVNO), 7 Sub-MVNOs and counting with a total market share of 15% of accounted mobile usage. Majority of the MVNO’s focus on postpaid offers, however more than two thirds are still prepaid users with a total subscriber base of 3.0 million. The market is dominated by Lebara, Lycamobile, Tele2, Ortel and AH Mobiel. In terms of network operators supplying wholesale access for the MVNOs, KPN Mobile continues to lead with 46 MVNOs, while T-Mobile has 14 MVNOs and Vodafone has 19 MVNOs.

VastMobiel
VastMobiel is the first MVNO in the Dutch market to provide a real converged fixed and mobile solution by deploying a “private” GSM networks for SMEs. This is based on deployment of picocells, which can provide for free intra-corporate calls and data use and reduce reliance on a fixed network. According to Vastmobile, the service can be interesting for companies with at least five mobile susbcriptions. VastMobiel is using the Teleena IP network for the service, which is based on Vodafone’s mobile network. VastMobiel is a brand used by services provider RadioAccess, which develops private GSM networks for businesses and organisations such as Utrecht University Medical Hospital.

Ziggo Mobiel
Dutch cable operator Ziggo has stopped offering mobile phone services. Multikabel, one of three network operators that formed Ziggo, started in April 2007 its own MVNO called Multikabel Mobiel. A spokesman for Ziggo confirmed the company has now stopped selling the service. Existing customers for the service, now called Ziggo Mobiel, are still supported.

Brief: According to BMI’s 2010 report on the Netherlands telecommunications market contains updated and extended forecasts, which anticipate the development of the country’s fixed-line, internet, broadband and mobile sectors through to the end of 2014. Our new forecasts incorporate Q309 data published by Dutch fixedline incumbent operator KPN, as well as several of the country’s alternative operators, including Tele2, Liberty Global-owned UPC and cable operator Ziggo. The report also makes use of Q309 data published by the Netherlands’ three mobile network operators, KPN Mobile, Vodafone and T-Mobile. Recent developments of note within the Dutch telecoms market include the April 2009 revelations that the Dutch government had postponed the auction of 2.6GHz frequency spectrum. The government aims to ensure that a minimum 20% of the spectrum is allocated to new market entrants.
BMI estimates that, in 2009, the Dutch mobile subscriber base expanded by 6%. These relatively strong growth rates are impressive for a market in which the mobile penetration rate is now in excess of 126%. One reason why growth has remained so strong in recent months is the enduring popularity of MVNOs in the Dutch market. MVNOs have fuelled an increase in the number of multiple SIM card holders in the Netherlands; this phenomenon has contributed to the continuation of strong growth rates beyond the 100% penetration threshold.
At the end of September 2009, the largest mobile operator in the Netherlands, by subscriber numbers, was the mobile arm of Dutch fixed-line incumbent KPN. Including the customers of MVNOs using KPN’s network, the Dutch incumbent had a mobile market share above 50%. T-Mobile Netherlands remained the second largest mobile operator in the Netherlands, serving almost 27% of the subscriber market at the end of September 2009. Vodafone Netherlands was the smallest Dutch mobile operator, with a 23% market share.
As the Dutch mobile market becomes increasingly saturated, BMI envisages subscriber growth falling to 5.8% in 2010. Meanwhile, following growth of just 4.6% in 2008, BMI estimates that the Dutch retail broadband market grew by 4.3% in 2009. The broadband penetration rate per household is said to have surpassed 80%, pointing to an inevitable slowdown in growth in the months ahead. Nevertheless, a number of exciting developments are unfolding in the Dutch broadband sector, not least the move by several operators to higher speed cable and optical fibre connections. The deployment of higher speed broadband infrastructure will increase the potential to offer new high-bandwidth services and applications. The Netherlands sits near the top of BMI’s Business Environment Rankings for Western Europe. The country scores above average in all of the categories evaluated by BMI.
