Greece Telecommunications Report Q2 2011: (extract In this quarter’s update of the Greece telecommunications market, BMI revised its forecasts for the mobile market following the publication of the latest available data for the period ended September 2010 by the sector’s three operators: majority Deutsche Telekom-owned Cosmote, Vodafone Greece and Wind Hellas. In addition, we altered our forecasts for the broadband market following publication of latest data by the fixed-line incumbent operator OTE.
There were continued losses in the mobile sector this quarter, with a further 1.025mn reduction in subscribers for the three months ended September 2010, bringing the total to 17.168mn. This compared to a net loss of 1.238mn and 1.329mn in Q210 and Q110, respectively. These losses related to the government’s policy introduced in November 2007, for all operators to register the personal details of the operators’ prepaid subscribers. By Q310 prepaid accounted for 70.6% of total customers and we expect further reductions in operators’ prepaid subscriber bases. This is expected to achieve an 18.7% y-o-y decline in the number of mobile subscribers for 2010, according to our forecasts to represent a penetration rate of 148.9%.
The strength in prepaid subscribers as a total of operators’ customer bases and the overall mobile market has contributed to falling blended ARPUs. In the year ended September 2010 Cosmote’s ARPU fell by 11.8% and Wind Hellas noted an 11% decline, while we estimate Vodafone Greece experienced a 25% fall in the same period. The decline in ARPUs has also been impacted by the economic crisis, which has contributed to lower spending habits of customers, while the introduction of mobile termination rates in July 2009 and again in January 2010, has also had a negative impact as well.
Despite the numerous negative factors affecting the mobile market in Greece, there are some positive factors that should influence for the sector. In addition to our acknowledgement last quarter that the commercial launch of services by MVNOs could have a positive impact on subscriber growth, operators also aim to improve and boost demand for mobile broadband services. To this end, Greece’s National Telecommunications and Post Commission (EETT) launched a publication consultation in early January 2010 that would look to refarm spectrum in the 900MHz and 1800MHz bands, which are due to see a number of operators’ licences expire in 2012. The regulator is keen that spectrum in those bandwidths be used toward mobile broadband services as well as long-term evolution (LTE).
The spread of mobile broadband networks would also aid overall broadband growth, which although positive, is slowing. According to OTE, there was no change in the number of subscribers in Q210 and Q310 at 2.4mn subscribers, while Q110 had just 2.3mn subscribers. Our forecast for the sector expects about 2.55mn subscribers as of YE10, which would represent a penetration rate of 22.5%. According to a recent survey conducted by Eurostat, Greece has the lowest penetration rate out of the 27 EU member states.
