The Belgium Mobile Market has three Mobile Network Operators(MNO)s, of which, only Base (KPN Group), Proximus (Belgacom) and Mobistar offer access and origination on mobile telecommunication networks to Resellers and MVNO. Presently there is a total of 40 Mobile Virtual Network Operators (MVNO) (*we have not included MVNO’s that have been purchased by the MNO’s in this figure). Based on our research, we have identified that BASE has 23 MVNO Agreements, 1 Brand Reseller and 2 SPs and holds roughly 61% of the MVNO Market. Mobistar S.A. has 9 MVNO, while Belgacom Mobile Proximus has 2 MVNO Agreement and 4 Brand resellers.

Ay Yildiz reflects the successful segmentation strategy of KPN Group Belgium. With more than 50% market share in the Belgian-Turkish community, it is the largest player on the ethnic market. Ay Yildiz is a symbol of the narrow connection with Turkey. The offer consists of both prepaid and postpaid products. Post-paid Specialised (MVNO) Service owned by Mondial Telecom. Cherry Telecom have an interesting offer that allows certain phones (mainly Nokia’s at the moment) to send/receive calls via WiFi and GSM networks, bridging VoIP and cellular technologies.
Cherry has deployed Comverse’s solution to offer voice services to its subscribers over GSM as well as Wi-Fi. Cherry subscribers can opt for a handset which operates over Wi-Fi within coverage zone and switches seamlessly to GSM technology while leaving the Wi-Fi zone. Originally Tellink Mobile was on BASE, however on June 7, 2010, Tellink and Mobistar announced their MVNO contract. Tellink is a Belgian company supplying telecommunication services to companies active in the SME segment. Tellink will use our roaming agreements to offer unique Traveller services that enable customers to call from abroad at rates that are up to 80% cheaper. Tellink’s 65,000 active SIM cards will be transferred to the Mobistar network from July.

Telenet and Mobistar announced their cooperation agreement in February 2006. This partnership enables the two operators to expand their commercial offer. Telenet is the leading cable TV operator in Belgium, owned by Liberty Global and by adding an MVNO product onto its portfolio, Telenet became the first quadruple-play operator in Belgium. Telenet developed its own mobile telephony offer, based on Mobistar´s infrastructure and expertise and this agreement allows Mobistar to use Telenet´s WiFi network, given that these WiFi hotspots are open for interesting prospects for convergence within the framework of the « mobile data » activities developed by Mobistar and based on the EDGE and UMTS technologies. It has been reported that Telenet has 211,000 subscribers at the end of March 2011, an increase of 39 per cent compared to March 2010.

In 2007 the company sold its holdings in Belgium to Dutch operator KPN, in France to SFR and activities in Spain and Italy to Vodafone, in Portugal to Clix (ISP) and in Switzerland to TDC Sunrise. In March 2008 Tele2 divested its Austrian MVNO operations to Telekom Austria, although retaining its fixed line and internet services. In June 2008 Tele2 sold its Liechtenstein and Luxembourg holdings to Belgian operator Belgacom. The same month Tele2 sold its Polish operations to Netia.

Brief: by Business Monitor (excerpt) – BMI’s Q3’11 report – New data have been obtained from the regulator relating to the state of competition in the country’s fixedline and broadband internet markets and these have necessitated the further revision of our forecasts for these sectors. In addition, growth in the mobile sector in 2010 was much weaker than expected, so we also reined in those forecasts. On top of that, an improved view of Belgium’s political and economic outlook enabled us to revise upwards the country’s Business Environment Ratings score, although Belgium is still at the bottom of our regional league table.
By the end of 2010 Belgium was serving 12.272mn mobile subscribers, up by just 3.2% from the 11.891mn of the previous year. This includes subscribers to MVNOs and it is clear these low-cost service providers are finding it just as difficult to locate new subscribers as the operators whose networks they use. There is, however, an increasing tendency to move customers onto higher-value postpaid services, which means a large number of inactive customers are being shed while churn rates are improving. As yet, though, this is not being reflected in ARPU rates, as operators have been hit by revised mobile termination rate (MTR) and interconnection rate caps. This has certainly affected service revenues and we project diminishing blended mobile ARPUs in future. A market average of EUR15.6 is projected for 2015 in our new ARPU forecasts, despite the possibility of a fourth player coming on stream before then.
Proximus, Mobistar and BASE therefore need to begin innovating in terms of bundling and the development of value-added services and content.
Uptake of mobile broadband services is believed to be growing steadily, if not spectacularly, due to the increased availability of powerful smartphones and mobile computers. Continued roll-outs of xDSL, cable and fibre broadband infrastructure are complementing the wider availability of mobile broadband, enabling us to remain bullish about our outlook for the broadband market in Belgium. We believe the market will grow from 3.82mn subscribers in 2010 to 4.29mn by 2015, by which time mobile connections will account for at least a third of the overall market. The popularity of cable means it will be some time yet before mobile takes the lead.
The regulator supplied new fixed-line market data, although it only provides information up to the end of 2009. The figures do include the contribution of managed voice over broadband (via xDSL platforms) and raises upwards our baseline for fixed-line connections. However, even though numbers for the actual number of connections have risen, the rate of decline remains broadly the same as before, with the gains made by alternative operators in the cable and xDSL markets being outweighed by the rapid decline in use of Belgacom’s PSTN and ISDN networks. We expect the number of fixed-line connections to dwindle from 4.51mn at the end of 2010 to 4.07mn by the end of 2015. The rate of decline remains slower in Belgium than in other markets, principally due to long-standing reliance on cable-based accesses supplied by Telenet and Voo.
