Cosmote & RCS & RDS Romania have announced that negotiations have started with “major companies” and the MNO has released its “flexible terms” for companies wanting to use its network to establish an MVNOs subject to a barrier fee of € 1.5 million be paid within 10 days, after signing the contract.
Cosmote and RCS & RDS, two of the largest communications operators in Romania, have published the list for commercial terms for using their mobile networks.
RCS & RDS requires companies to pay the €1.5 million, and will also charge a monthly fixed amount of €8,000 for “management, technical, commercial and financial requirements” + a bank guarantee of €150,000. This may suggest that the operator would rather not host an MVNO. Another example that supports this hypothesis is another provision in the terms state that the operator may charge additional fees for network development costs.
