President Cristina Fernández de Kirchner is likely to announce the entry of Argentine state-run telecoms firm ArSat into the mobile telephony segment this week, local newspaper El Cronista reported.
According to the report, ArSat will operate through an MVNO scheme, selling minutes from mobile operators Claro, Personal and Movistar. Telephony cooperatives will be able to participate in this MVNO scheme by partnering with ArSat, who will assign mobile spectrum to the operators in return.
A total of 20MHz of spectrum will be assigned to Claro, Movistar and Personal, which will enable these operators to improve the quality of their service nationwide.
Last September, the government canceled a tender to award additional spectrum for the provision of 3G services, assigning the spectrum to ArSat instead. As a result, the company now owns 25% of total 3G spectrum in the country.
At the time, mobile operators were demanding additional spectrum to improve the quality of their services. The companies which were supposed to participate in the auction were Personal, Claro, Nextel, Multitrunk and Supercanal, however planning minister Julio de Vido said that Claro was the only company that presented a viable economic offer to acquire the spectrum.
ArSat provides broadband and digital TV mainly in isolated areas. The firm is also overseeing the deployment of a national fiber optic network across the country under connectivity plan Argentina conectada.
According to official figures from statistics bureau Indec, there are 58.7mn mobile lines in Argentina. However, sector analysts estimate that the number of active mobile lines in the country is currently approximately 38mn.
