In Switzerland, the regulation of the telecoms and media sector falls into the competence of the Confederation. The policymaking pro- cedure is rather complex. The Federal Office of Communications (OFCOM) is generally taking the lead in drawing up new regula- tions. It develops proposals for measures and prepares draft legisla- tion for the Federal Council (ie, the federal executive government). The Federal Council then presents the proposals to the Federal Par- liament, which has the competence to enact new legislation.
